no you can't blink.
but don't worry they use a device to hold your eye lids open. (it doesn't' hurt)
and they numb and paralyze your eye muscles so you can't feel a thing and you don't have to worry about moving your eyes cuz it won't be possible.
References :
Blinking is a reflex, I don´t think you can train not to blink. The reflex has to be inhibited by a medicine or your eyes will be held open by any means. I think you have to leave this to the people who will do the operation.
References :
Ok. First they give you some happy drugs that calm you down. Then they do numb your eye with drops, then with injections that you can not see nor feel. They do use a clamp that holds your eye open. Most people have little or no discomfort and have no worries and would do it again all over. So, don't have a panic.
References :
I am an optician. O^O

They use some sort of special tool to keep your eyes open throughout the procedure. Here's a picture of something they might use:

You wouldn't be able to blink because your eye would be held open, but they will administer rewetting drops during the procedure. If you have trouble with not blinking, you may have dry-eye. When you go for a consultation, they will test to see if you have dry-eye and give you a prescription for it. People with dry-eye are not good candidates.
References :
I wasn't a good candidate, and I also watched a lasik surgery first hand.
