This is because they don't have a way to calculate how bad your vision will become in advance, they can only correct the amount of refractive error that is manifest at the time they do the operation. Typically, a persons eyes will still change until their early 20's, for some people, it never really stops changing. If you have the procedure done too early, your vision may continue to get worse afterwards and you wind up having to get glasses again which means you have completely wasted your money for the procedure.
